The MiG-23 is in a different weight class than the MiG-21 or Ye-8. It needed to be as well in order to carry a useful radar, fire control and armament. It's the avionics rather than the swing wing per se that made it complicated and expensive.
MiG-23 with 60° delta wing and some moustaches to generate a bit more lift at high alpha for landing/manoeuvre.

In the late 40´s early 50´s the the Peruvian air force looked with dread at the rapid acquistion of jet fighters by Chile which led to a crash program by CAA resulting in the CAA Harpía

Interesting. Two questions:
- How's the landing gear laid out? The tail looks rather like it's extended far enough to unbalance the placement of tricycle gear in the "low" part of the fuselage.
- Any particular reason for the name Caracara? Might get confused with the Chilean fighter of that name...

It is a MiG-9M that has been redesiged to be single engined with MiG-15 wing so it uses the same landing gear as the MiG-9. As for the name i just used a Bird of prey native to Peru (missed that Chile has a fighter with the same name)

The ENAER Caracara is a license-built Petlyakov Pe-3bis with Spartan V-1500 engines.
The F3E Caracara is built in fighter configuration; the B1E Caracara is built in the bomber configuration. The subvariant B1E-P is a B1E fitted for high-speed reconnaissance. As of December 1939, the ENAER has built 8 F3Es, no B1Es, and 25 B1E-Ps.
